The contribution deals with the conditions creating a complex educational environment in the constructivist concepts such as environment, which affects the fundamental level of the competence of the educator and makes his professional prowess. New concepts that are being applied into the educational system in the Slovak Republic, especially after the school reform from 2008, are supported by the Information and Communication Technologies. There are cases galore where the position of the ICT is dominant in the educational process. Neither technical subjects have not escaped from the abovementioned influence thanks to which an obvious modernization and changes in the educational process has been recorded after implementation of the ICT that bring a set of advantages and benefits into education.

Programming as a subject of teaching at elementary and secondary schools in Slovakia went a long way. The new school reform has reintroduced programming into the subject content of Informatics for both primary, and secondary schools in the State educational program. But at the schools, there are not enough qualified teachers to teach programming. The article describes a way how to solve this problem and also deals with response of some universities to need of augmentation of information and programmer literacy of future teachers and teachers in practice.

This paper presents results of the research realized on the schools in the Czech Republic. It focuses on the findings of fact, how often teachers use a computer and the internet. It was found that teachers use a computer and the internet to prepare to instruction, to communicate with pupils and parents, to further self-education and directly in instruction.

The present essay puts forward a draft of the process for designing and building an electronic questionnaire system usable for collecting research data. These data can then be applied within the framework of statistical processing using computational techniques, such ass multidimensional methods of cluster and factor analysis.
